New NPA board cancels multibillion naira multiple projects over lack of due process

The Nigerian Ports Authority (NPA) has cancelled all procurement proceedings for 47 projects published in two national dailies, the Guardian and the Leadership newspapers and the Federal Tenders Journal between December 2014 and December 2015.

It was learnt that the projects were cancelled at the week and an emergency debriefing meeting fixed for Monday, which did not allow time for publishing of the development in the national dailies. The NPA is billed to hold a debriefing conference at its headquarters in Marina Lagos tomorrow, Monday September 26, 2016.

Even though the NPA claimed that procurement processes for the projects were stopped “for public interest,” SHIPS AND PORTS DAILY exclusively gathered that the projects were cancelled on the orders of the new governing board of the Authority, which was inaugurated on Thursday, September 22, 2016 for not following due process in the award of the contracts.

“This is to inform the General Public that the Procurement Proceedings of Forty-Seven (47) Projects advertised in some national dailies and Federal Tenders Journal has been cancelled in the Public interest,” NPA said.

The projects are Expression of Interest for the Provision of Consultancy Services on Development and Implementation of Operational Manual & Procedures in accordance with ISO9001 Quality Management System for Harbours Department; Expression of Interest for the Provision of Consultancy Services on Port Emergency Plan (PEP) for Nigerian Ports Authority; Expression of Interest for the Provision of Consultancy Services on Survey Anchorage Position and Provision of Carts and Co-ordinates; Upgrading of LT Power Distribution Systems at SUB- Station 2/Rehabilitation of Capacitor Bank at Main Power Station, LPC; and Upgrading of Power Supply System from Main Power Station to Water Treatment at Lagos Port Complex.

It also include Pre-Qualification of Contractors for the Supply of Office Furniture to NPA Headquarters; Invitation for the Pre-qualification of Registered IATA Travel Agencies for the Nigerian Ports Authority (National Shopping List) – category A, international, regional & local destinations; Invitation for the Pre-qualification of Registered IATA Travel Agencies for the Nigerian Ports Authority (National Shopping List) category B, international, & local destinations; Expression of Interest for the Provision of Consultancy Services for the Establishment of Traffic Separation Scheme (TSS) for Lagos Pilotage District; and Expression of Interest for the Provision of Consultancy Services for the Establishment of Safety Zones for Lagos Pilotage District.

Others are Expression of Interest for the Provision of ONSHORE & OFFSHORE Environmental Surveillance Services at Lagos Pilotage District; Expression of Interest for the Provision of ONSHORE & OFFSHORE Environmental Surveillance Services at WARRI Pilotage District; Expression of Interest for the Provision of ONSHORE & OFFSHORE Environmental Surveillance Services at PORT HARCOURT Pilotage District; Expression of Interest for the Provision of ONSHORE & OFFSHORE Environmental Surveillance Services at CALABAR Pilotage District; and Pre-Qualification of Contractors for the Supply of Fire Fighting Equipment – Mini Fire Tenders.

Also among the cancelled projects are Pre-Qualification of Contractors for the Supply of Fire Fighting Equipment -Construction & Supply of Fire Water Tankers; Pre-Qualification of Contractors for the Supply of Fire Fighting Equipment -Construction & Supply of Firefighting Trucks; Relocation of Onne Radio/Signal Station; Design & Implementation of Medical Software for NPA; and Rehabilitation of Water Works in Calabar Port, Cross River State.

Others are Rehabilitation of Ikorodu Lighter Terminal; Construction & Commissioning of twelve (12) Nos. Security Water-front Patrol Boats; Construction and Commission of Two (2) Nos. Fire Boats-; Construction of 33KV Gentry Projection Systems at Injection Station, Federal Lighter Terminal, Onne; and Low Voltage Power (Gen Set) Supply from Power House to Sub-Station, 1,2,3,4 & 5, Calabar Port.

The projects for Replacement of Obsolete Low Voltage Distribution Panel at Dockyard, Calabar Port; Complete Rehabilitation of 30M & 12M Security Lighting Poles at Delta Ports, Delta State; Complete Rehabilitation of Electrical Power Systems of Admin Building Federal Lighter Terminal (FLT) Onne Port Complex; Rehabilitation/Repair of Electrical Power Supply Lightning Systems at Main Gate Platform/Gate Offices/Traffic; and Manager’s Building/Procurement & Training Building in Warri were also cancelled.

The board also cancelled projects for Construction of 2 Nos 11/0.415 KV Sub-Station at Federal Ocean Terminal/ Federal Lighter Terminal Onne; Replacement of 11KV Panels at Sub-Stations 1,4 & 5 with Vaccum Breakers & Replacement of Underground HT Cable Between Sub-Stations 0 & 5 , Calabar Port; Replacement of 11KV Panels at Sub-Station C & Replacement of Low Tension Panels at Power House, Sub-Station A, B & C Delta Ports, Warri; Reactivation of High Mast Security Lightings at Common User Areas & Gates 1&2 Tin Can Island Port, Apapa; and Supply/Installation of Early Warning Synchronized Electronic Fire Alarm System in All Port Locations- Lagos Port Complex.

Other projects cancelled include, Supply/Installation of Early Warning Synchronized Electronic Fire Alarm System in All Port Locations- Tin Can Island Port Complex; Supply/Installation of Early Warning Synchronized Electronic Fire Alarm System in All Port Locations- Calabar Port Complex; Expression of Interest for the Provision of Consultancy Services on Valuation of Authority’s Assets- AIDS TO NAVIGATION; Upgrading of IBAKA Signal Station in CALABAR PORT; and Upgrading of KIRIKIRI LIGHTER TERMINAL Signal Station in Lagos.

Others are Upgrading of FORCADOS Signal Station in DELTA PORT; Upgrading of ESCRAVOS Signal Station in DELTA PORt; Upgrading of RADIO WORKSHOP in RIVERS PORT; Expression of Interest for the Provision of Consultancy Services on Creation and Implementation of Port Information Service System; Pre-qualification for Supply of Computer Accessories & Consumables for the Nigerian Ports Authority (National Shopping List); Pre-qualification for Supply of Vacuum System, Oil Suction Truck & Water Washer Tank; and Reconstruction of NPA Jetty at CMS, Marina Lagos.
