New Russian Customs system spawns delays, higher costs

A new Russian system of Customs clearance for cargoes passing through the country’s seaports has led to delays and higher costs for shippers.

The Morskoi port web server was meant to streamline Russia maritime customs processes and increase port productivity but instead the delays and higher costs could lead to diversion of cargoes from Russian gateways to those in Baltic States of Finland.

Deputy Director of Krasivy Kovry, one of the largest importers of carpet from Asia to Russia, Sergey Ledenev said the system has cause delays up to three days and increased costs from between 25 percent to 30 percent.

Customs rolled out Morskoi port which was meant to speed cargo clearance by allowing shippers declare their cargo two hours prior to the arrival of a ship in the ports after five years of development on October 1. Shippers have been expressing their dissatisfaction on the mandatory system ever since.
