The Paris Memorandum of Understanding (MoU) organization has detained two vessels in a Norwegian and a Russian port in September and October this year, respectively.
Reefer vessel MV Beam was detained in Batsfjord, Norway, on September 28, 2016.
The ship flies the flag of Saint Kitts and Nevis.
The second detained ship is general cargo ship MV Alnilam. The Togo-flagged vessel was refused access in port of Rostov-on-Don, Russian Federation, on October 8, 2016.
Both vessels, including the 1984-built Beam and the 1977-built Alnilam, fly the black flag on the Paris MoU White Grey and Black list.
The Beam and the Alnilam represent the third detention in the Paris MoU region in the last 36 and 24 months, respectively.
Following their detention, the ships will be refused further access to any port and anchorage in the Paris MOU region, except a port and anchorage of the ships’ flag states.
The refusal of access will become applicable immediately after the vessels are authorized to leave this port and anchorage.
As this is the first refusal of access order for both ships, the period of the refusal of access will be three months.
Paris MoU is comprises of 27 participating maritime administrations and covers the waters of the European coastal states and the North Atlantic basin from North America to Europe.
