The Liberian Registry, the world’s largest ship registry, is set to introduce electronic seafarer documents as part of a broader push to modernise maritime administration and strengthen regulatory compliance.
The initiative will allow seafarer credentials to be digitally verified through QR codes, enabling Port State Control authorities and other regulators to authenticate documents more quickly and reliably. For shipowners, the system is expected to reduce the risk of fraudulent credentials, improve transparency in crewing processes and minimise delays during inspections.
Central to the upgrade is the migration of the Registry’s Seafarer Electronic Application System (SEA System) to a new digital ecosystem within its Seafarer Portal. As part of the transition, the Registry is launching Crew360, a compliance-focused platform designed to apply additional vetting and verification checks to every seafarer application. The new system is expected to streamline how credentials are submitted, processed and issued, enabling faster turnaround for seafarers while giving shipowners greater confidence in the integrity of crew documentation.
Under the new framework, both physical and electronic certificates will be issued. Hard copy documents will now carry QR codes for instant authentication, while electronic versions will provide a secure digital record of the same credentials, strengthening oversight while maintaining continuity with existing documentation.
Complementing these developments is the launch of SEA360, a dedicated mobile application for seafarers serving on Liberian-flagged vessels. The app will allow seafarers to securely access their documents – including Seaman’s Books, licences, certificates and recorded sea service – directly from their mobile devices. These digital records will function as official equivalents of hard copy documents and can be instantly verified within the Registry’s systems.
