The National Executive Committee (NECOM) of the Association of Nigerian Licensed Customs Agents(ANLCA) has declared the recently conducted election of the Onne Port chapter in the eastern zone of the association inconclusive.
In a letter dated 8th December, 2014 titled “Decisions of NECOM on inconclusive eastern zone chapter elections” exclusively obtained by SHIPS & PORTS DAILY yesterday, the National President of the association, Prince OlayiwolaShittu said the status quo ante prior to the election remains.
Shittu said, “Sequel to section 14 of our Constitution, National Executive Committee (NECOM) of our great association at a meeting held today at the national secretariat resolved that the electoral process carried out in the eastern zone of the association is hereby regarded inconclusive.
“The status quo antenna prior to the inconclusive election shall remain pending resolution at the next national executive council meeting of the association.”
He described the swearing-in ceremony of the executive as an affront on his office.
“The swearing in and the administering of oath of allegiance carried out after the election is viewed as an aberration and an affront to the constitutional responsibility of the National President,” he said.
Shittuaccused some unnamed members of the association of blackmail over the election.
“Attached is a memo sent to the Chairman BOT in respect of Onne election to which a lot of blackmails have sprung up orchestrated by people hell bent on making me a lame duck President. But whatever is the disagreement, the National Executive Council, the highest policy organ of ANLCA will sort it out,” the letter stated.
Giving reasons why the elections were declared inconclusive, Shittu said, “There were no clearance certificates for the candidates’ non-indebtedness contrary to ASECO guidelines.
“Audit report of the defunct chapter administration were not processed contrary to the electoral process. Indeed the audit report presented by the auditors in respect of the Onne seaport chapter is not acceptable as it fell short of the constitutional provisions.
“The alleged resignation of some serving chapter officers in order to participate and contest for elective offices is not in line with section 9(3).
“A three man committee will be set up to collate all anomalies inherent in the electoral exercise for advise of the nation executive council,” the statement added.
