National President of the National Association of Government Approved Freight Forwarders (NAGAFF), Chief Eugene Nweke, has said that those who claim that the Pre-Arrival Assessment Report (PAAR) scheme is not workable are those afraid that the new customs clearance scheme would “eliminate their selfish interests.”
Speaking with SHIPS& PORTS DAILY on Friday, Nweke said that it is only those with selfish interests that decry PAAR because it deprives them of the opportunities to cut corners.
He said that only those who are not inclined to positive change and prefer the old order with its irregularities, are those unwilling to embrace PAAR.
“Like some people who want us to remain with RAR (Risk Assessment Report), who don’t see anything good about PAAR, where you can give them anything they want, they go and pay and falsify documentation.
“Any document you falsify, PAAR has a way of finding you out and calling you back. So those who are beneficiaries of the old order, who want to cut corners, will not really want and appreciate the concept that defines PAAR,” Nweke stated.
He said that there is no reason why a genuine importer will not embrace PAAR because it is a simplified mechanism of import guidelines which if strictly adhered to, will earn an importer deserved profit.
