Yes it is working because since it has been implemented, there is free movement and access into Lilypond without any harassment by security agencies.
No, it is not effective because people still sabotage the effort of the truck drivers. People fly their containers with money by jumping the queue in collaboration with some Police and Naval Officers. The fact is if all containers are on the queue, there will be some level of sanity on the port access road.
No, it has not been effective. I have been in Lagos since July 20th and still on the queue and no reason have been given for not passing the trucks into Lilypond.
For the past one month and five days, I have been on the queue just to get into the port but the line has not been moving. The security agencies deployed to manage the gridlock are violating the rules by allowing trucks from the back move to the front because of the bribe they are collecting from the truck drivers, and the operation is done especially at night.
It was effective but as at now, vehicles are been stopped from entering Lilypond and I don’t know why that happened. Some of the trucks on their way to Lilypond are been asked to turn back and it is only the trucks inside Lilypond that is allowed to climb the bridge down to Area B.
It has not been effective because some trucks have been inside Lilypond for like a month and there is no chance for them to come outside. The government should come to our rescue by finding solution to the gridlock to ease movement from Lilypond to the port. When Navy was still overseeing the movement, it was not like this, but now the situation is bad to the extent that trucks are not allowed into Lilypond anymore.
No it has not. Trucks are been delayed a lot and the securities that are assigned to ensure free flow of movement are the ones causing the problems. Can you imagine, I have spent nine days on the queue just to get into Lilypond.
It is not effective because the call up system is not been made use. The security agencies collects bribe and allow trucks to go in without the call-up , even if the truck is at the back on the queue; as long as the truck driver bribe the officer, then the truck goes in.
No it is not effective. I have received call-up like seven days ago and I am still on the queue. I can’t say the reason for the delay, what I know is that the queue is not moving and some vehicles are given priority like Dangote trucks and other well-known trucks are allowed free access while unknown trucks stay on the queue, not allowed to go with them and this happen especially at night.

I can’t say it has been effective because we pay to get the call-up system and the problem is, after getting the call-up card, when the truck comes on the road money is paid again. This is causing a lot of havoc for truckers.
No it has not been effective because the idea behind setting up the Lilypond is to decongest the Apapa gridlock and reduce the agony of port users but the reverse is the case because the truck drivers are suffering the more and Lilypond is not any better. Government is to call the security agencies that are in charge of that area to order and if not, bring officers that are capable to do their job.
The truck call-up system is for all the trucks to be parked in the terminal before they access the ports in Lagos to address the traffic issues but the reverse is the case. Trucks on the queue do not get access in because some truck drivers have paid their way in which is not meant to be so. I urge the Nigerian Ports Authority (NPA) and other government parastatals to do the needful.
